39v is much too low for a fully charged battery. It should be around 42v.

Check the motor cable for damage where it comes out of the axle.

It's an Outrider Tongxin clone. I heard that Outrider took over Tongxin production. If they're identical, you'd be better off replacing it with a Q75/Aikema 75. Tongxins were never very robust or reliable and could only handle very low power, and they were sensorless.
