41.6 measured after charging and with the prods rested on the BMS board.

What are the cell voltages? That's what matters, not the overall voltage.

With respect why would there be a need to measure the individual voltages when 41.6v is pretty much optimum?.

If most of the cells are a fraction over the optimum voltage there may be one that is very significantly below. That could still give a reading of 41.6v, but the bad cell would really damage the performance of the whole battery.
